　　Fortheapproval-basedhukoutransfers,theapplicantsshouldatleasthavereceivedabachelor’sdegreefromafull-timeuniversityprogram,receivedmedium-levelprofessionaltitleswithfull-timeprofessionaleducation,orshouldbecertifiedtechnicians.Thosethatfailtomeettheabove-mentionedcriteriacanbeintroducedbyhumanresourceandsocialsecurityauthoritiesthroughpoint-basedhukoutransfers,underthespecialquotaprogram.

　　Basedonthepolicy-basedhukoutransfers,thedependantsarerequiredtohavebeenmarriedtotheapplicantsforfiveyears,insteadofthepreviousrequirementofonlytwoyears,andtheapplicantsmusthavealreadyobtainedShenzhenhukouforatleastfiveyears.Applyinghigh-endtalents,professionalswithseniorprofessionalandtechniciantitles,ormaster’sorabovedegreeholders,areexemptfromtheserequirements.

　　Forpoint-basedhukoutransfers,theapplicantscangetaShenzhenhukoufrompolicewhentheirinvestmentandtaxpaymentsreachcertainamounts.

　　Forthosewhoaccumulatepointsthroughemploymentandsocialsecuritypayment,theapplicantsneedtohavelivedandworkedinShenzhenfor10years,insteadofthepreviousfiveyears,whilealsohavingnocriminalrecords.

　　FortheelderlywhowouldliketomovetoShenzhenasdependentsontheirchildren,thechildrenarerequiredtohaveobtainedShenzhenhukouforatleast15years,insteadofpreviouslystipulatedeightyears,andtohavepaidsocialsecuritycontributionsforatleast15years.

　　Thedraftregulationcancelsrequirementsforconformitywiththefamilyplanningpolicybutrequiresnoncriminalrecords.Yet,iftheapplicantsarefoundtohaveprovidedfalsifieddocumentsortohavehiddenthetruth,theapplicantswillbedisqualifiedfromapplyingforthenextfiveyearsandthosewhohaveobtainedhukouwillhavethehukoucanceled.
